LSS History of Adoption Services
1940s – 1950s
• Placed children living in the Trinity Lutheran Home with adoptive families
• Helped find homes for German orphans at the end of World War II as a part of the refugee resettlement program
• Started counseling pregnant young women about adoption
1960s - 1980s
• Placed Korean children orphaned in the Korean War
• Found adoptive families for children in the custody of the state of Texas
• Placed Vietnamese children orphaned in the Vietnam War
• Expanded international adoption to include children from many third world countries
• Pioneered openness in adoption in Texas
1990s
• Contracted to provide post adoption services for children adopted from the foster care system
• Developed an adoption program in Eastern Europe
• Expanded the foster care program to include therapeutic foster care
2000s
• Initiated the foster-to-adopt program
• Closed the international adoption program in Russia after 11 years of adoption services
• Developed an international program in Bulgaria in 2010
